an authenticated copy of the Appropriation Ordinance for 1900,

which was passed by the Legislative Council on the 23rd, in-

stant, for the signification of Her Majesty's pleasure toere ther

with the customary report by the Acting Attorney General.

2. I enclose also a copy of a Memorandum pre-

pared by the Unofficial Members embodying their views on the

expenditure in the coming year. As you will see by my observa-

tions in Council a report of which I have the honour to en-

close, I concur with the Unofficial Members as to the necessity

for carrying out some of the works without delay, and the ad-

visability of proceeding with all as soon as possible. The ques-

tion of public latrines is especially important, as I am of

opinion that the present state of latrine accommodation may

probably exercise an influence upon the recurring visitations

of plague.

3. I do not see at present the necessity for

any changes in the permanenstaff of the Public Works Depart-

ment beyond those proposed in my despatch No.146 of 14th.June

last.
