Sir,

I have the honour to forward the Estimates, and an authenticated copy of the Appropriation Ordinance for 1900, which was passed by the Legislative Council on the 23rd instant, for the signification of Her Majesty's pleasure thereto with the customary report by the Acting Attorney General.

13 copies sent separately.

2. I enclose also a copy of a Memorandum prepared by the Unofficial Members embodying their views on the expenditure in the coming year. As you will see by my observations in Council, a report of which I have the honour to enclose, I concur with the Unofficial Members as to the necessity for carrying out some of the works without delay, and the advisability of proceeding with all as soon as possible. The question of public latrines is especially important, as I am of opinion that the present state of latrine accommodation may probably exercise an influence upon the recurring visitations of plague.

3. I do not see at present the necessity for any changes in the permanent staff of the Public Works Department beyond those proposed in my despatch No.146 of 14th June last.
